Officers Named 2013 Madison County Youth in Action Officer of the Year

(Richmond, KY) -- Trooper Paul Blanton and Sergeant Mike Marcum were named the 2013 Madison County Youth in Action Officer of the Year representing Kentucky State Police, Richmond Post and Madison County Sheriff's Office, respectively. The awards were presented during the Madison County Fiscal Court meeting on Tuesday, May 14, 2013.
The Officer of the Year Campaign was conducted in conjunction with the group's Alcohol Awareness Month activities during the month of April. Nominations were sought from the community as well as from each law enforcement agency.
Both men received several nominations from the community as well as their fellow officers.
While at Kentucky State Police, Blanton has conducted numerous presentations on drugs of concern in Madison County to health care professionals, civic groups, businesses and area schools reaching over 2500 people to provide awareness about the dangers of substance abuse. He has attended health and career fairs at local schools, speaking to over 2000 children on character development and making good choices to have a healthy and productive life. Trooper Blanton has presented medals at the Kentucky State Special Olympics Games to participating athletes and has coordinated Richmond Post involvement in the Madison County Youth in Action Sticker Shock Campaign and other activities. He has also accompanied several local area youths at Trooper Island where they have enjoyed a week at camp which was free for their families. Trooper Paul Blanton serves as the Richmond Post Public Affairs Officer and has been with the Kentucky State Police for 9 years.
Sergeant Mike Marcum, a 12 year veteran of the Madison County Sheriff's Office, coordinated and presented an alcohol awareness and prevention program for high school students. He has volunteered with the Madison County Youth in Action program and provides Alcohol/DUI information for the department. Sergeant Mike Marcum led the Sheriff's Department with a total number of traffic citations written with 637, and arrested 14 DUI's for the year of 2012. Marcum is the Highway Safety Project Director for the Madison County Sheriff's Department and is in charge of coordinating the Federal and State Highway Safety Grant overtime funding for the department.
Sergeant Harvey Baxter, Trooper Keith Parke and Trooper Paul Blanton, from KSP Richmond Post, and Sergeant Mike Marcum, Deputy Stacy Cummings, Deputy Derek Thomas and Sergeant Todd Allen, from the Madison County Sheriff's Office, were awarded engraved Hero medallions. Madison County Treasurer, Glenna Baker, received a Hero award on behalf of the Madison County Treasurer's Office. Madison County Fiscal Court serves as Fiscal Agent for Youth in Action's Enforcing Underage Drinking Laws grant.
In addition to the Officer of the Year presentations, the group presented the Madison County Sheriff's Office and Kentucky State Police Richmond Post with plaques recognizing the entire department for their commitment to Madison County Youth in Action's mission to reduce underage drinking.
Madison County Youth in Action is funded by an Enforcing Underage Drinking Laws grant administered by the Kentucky State Police. Members of the team dedicated the awards presentation to the memory of the victims and survivors of the Carrollton bus crash. Today marks the 25th anniversary of the worst alcohol-related crash in U.S. history.
