Carroll County Couple Arrested for Neglecting Disabled Daughter

(Carrollton, KY) -- A Carroll County couple was arrested by Troopers with Kentucky State Police Post 5 yesterday afternoon (9/11) on charges of neglecting their disabled daughter. An investigation shows that the victim's father, Billy Ray Mertz, 46 years old from Carrollton, KY, and step-mother, Robin Mertz, 34 years old from Carrollton, KY, allegedly kept their 23 year old daughter, who suffers from Down Syndrome, in an upstairs bathroom for weeks at a time. The victim was also kept in a basement bedroom that was closed off using boards that were screwed into the wall to keep the door from opening. During the investigation, Troopers learned that the victim was deprived of food while she was locked in the rooms. She weighed approximately 189 pounds when she first came to live with the Mertz family in April of 2009 and weighed only 86 pounds when she was removed from the home on August 20th, 2013. Warrants were obtained for both of the perpetrators and were served yesterday afternoon. Both are lodged at the Carroll County Detention Center. The victim is currently in foster care with Adult Protective Services.
