Owensboro Man Arrested for Possession of Child Exploitation

(Owensboro, KY) – A Daviess County man was arrested on charges related to child exploitation (pornography) Tuesday after the Kentucky State Police served a search warrant at his Owensboro home.
James Christopher Payne, 25, is charged with 1,172 counts of Possession of Matter Portraying a Sexual Performance by a Minor, which is a class D Felony. He was also charged with one count of Possession of Marijuana and one count of Possession of Drug Paraphernalia. Payne was arrested without incident at 09:36 this morning by the Kentucky State Police ICAC Task Force. He was lodged at the Daviess County Detention Center on NO bond.
Payne was arrested by the Kentucky State Police ICAC Task Force as a result of an undercover investigation into the possession of images of child sexual exploitation. The investigation resulted in the execution of a search warrant at Mr. Payne's residence in Owensboro on May 14, 2013, by the Kentucky State Police ICAC Task Force and Post 16 units. Detectives seized evidence that was being used to possess child pornography and was taken to the Kentucky State Police forensic laboratory for further examination.
