Carter County EMS Theft of Controlled Substance Investigation

(Ashland, Ky.) -- On June 21, 2013 The Kentucky State Police Post 14 Ashland initiated an investigation into the theft of several ampuls of Fentanyl from Carter County EMS after receiving a report from Sam Lowe, an auditor with Emergency Management.
During the course of the investigation it was determined several ampuls of Fentanyl and multiple doses of morphine had been removed and were unaccounted for. A suspect was developed and it was later determined additional ampuls of Fentanyl had also been tampered with. (Fentanyl was removed from the ampuls and was replaced with an unknown substance.) The suspect, a paramedic, was initially suspended pending the outcome of the investigation, but has since been terminated and has also lost their Emergency Services License. Charges are pending completion of the investigation.
The suspects identity will be released at the time charges are issued.
On Monday September 2, 2013 an additional report was received involving the theft of several doses of morphine. This investigation is currently ongoing and is not related to the initial report received in June.
These cases remain under investigation by Detective Christopher Carter.
