News Release

Hazard Man Killed in a Collision on the Hal Rogers Parkway

Date of News Release: 05/03/2013

(LONDON, KY.) -- On Friday, May 03, 2013 at approximately 2:05 p.m., the Kentucky State Police, Post 11 London, received a report of a two vehicle traffic crash, with injury, on the Hal Rogers Parkway, 2 miles west of Manchester in Clay County, KY.

Upon arrival Trooper Justin Oliver determined that a maroon, 2004, Chevrolet, Impala, passenger vehicle was traveling eastbound on the Hal Rogers Parkway when it crossed the centerline and struck the rear trailer wheels of a westbound, blue, 1979, Mack, tractor/trailer, coal truck.

The driver of the Impala, Ricky Sumner, 44, of Hazard, was seat belted at the time of the crash and was airlifted from the scene to the Saint Joseph of London Hospital where he was pronounced dead by the Laurel County Coroner Doug Bowling.

The driver of the tractor/trailer, Jackie Bowling, 54, of Manchester, was seat belted at the time of the crash and was uninjured.

No drug or alcohol usage was suspected by either driver.

Trooper Oliver is in charge of the investigation and was assisted by officers from the Kentucky State Police, the KSP Commercial Vehicle Enforcement, the Clay County Sheriff's Office, the Clay County EMS, the Manchester Fire Department, the Kentucky Department of Transportation and the Laurel County Coroner's Office.
