Kentucky State Police Arrest a Man Wanted In Three States

(Post 12 Frankfort) -- On Wednesday March 17, 2010 Trooper Dixon received information that James Richard "Rick" Dever was driving a stolen 2008 Mazda 6 and was in living in Shelby County. Trooper's confirmed the information with an Illinois State Police Detective who was also looking for this Devers. Further investigation revealed that Mr. Dever was wanted in Kentucky, Iowa, and Illinois.

Information obtained revealed that Mr. Dever would meet women on facebook and get to know them and meet them. He would steal their checkbooks and anything else of value once their relationships went bad. He repeated this behavior over and over again meeting new women through facebook and stealing their belongings.

Trooper Dixon learned of a woman who had dated woman Mr. Dever in Illinois. She informed Trooper Dixon that she had been getting returned checks from KY. Mr. Dever was writing checks on her account to a local business in Shelby County. Trooper's contacted the local business and was able to get a Shelby County address for Mr. Dever.

On Monday March 22, 2010, Trooper's located Mr. Devers at a residence in the Osprey Cove Subdivision in Shelbyville, KY. He was arrested on outstanding warrants and taken into custody. The stolen vehicle he was driving was recovered and he was lodged in the Shelby County Regional Jail. Some of the warrants executed on Mr. Devers go back as far as 1990.

Kentucky State Police charged Mr. Dever with the following;

• Receiving Stolen Property $10,000 or more
• Receiving Stolen Property under $500 (3 counts)
• Possession of a controlled substance 3rd degree (Hydrocodone)
• Possession of a Legend Drug
• Possession of a handgun by a convicted felon
• Criminal possession of a forged instrument (3 Counts)

Kentucky State Police executed the following warrants on Mr. Dever;

• 3 warrants out of Jefferson County
• 1warrant out of Bullitt County
• 1 warrant from the state of Iowa
• 1 warrant from the state of Illinois

44 additional warrants out of Jefferson County were served on Mr. Dever at the jail.

The investigation is continuing by Kentucky State Police and more charges are pending in Kentucky. The states of Iowa and Illinois also have other charges pending against Mr. Dever.
