Clark County Death Investigation

(Richmond, Ky.) -- The Kentucky State Police Post 7, Richmond is currently investigating a shooting which occurred in rural Clark County on 7/5/2009. At 10:58 a.m., troopers responded to a residence on Four Mile Road, after Madison County EOC received a 911 call from Charles B. Steppe, who stated that he had just shot someone. The shooting victim has been identified as Rodney M. Mann, age 45, of Lexington. Mr. Steppe apparently saw Mr. Mann slashing the tires of his vehicle. It appears that Mr. Mann was armed with a knife and a handgun. Mr. Steppe then confronted Mr. Mann, and they struggled over the gun. Mr. Steppe was able to gain control of the gun, and then Mr. Mann allegedly came at him with a knife. Mr. Steppe fired several shots, and Mr. Mann was struck at least once. Mr. Mann was pronounced dead at the scene by the Clark County Coroner. Further investigation revealed that Mr. Mann was armed with two handguns. An autopsy of the deceased will be conducted today. The case will be presented to the Clark County Grand Jury. The investigation is ongoing.
