Owsley County Shooting Investigation & Arrest

(Richmond, KY) - The Kentucky State Police Post 7, Richmond, is currently investigating a shooting incident that occurred in Owsley County. On May 28, 2008 at approximately 1:15 a.m., KSP Trooper Rob Morris, along with Owsley County Sheriff Kelly Shouse, responded to the scene on KY 28. Upon arrival, the officers found the victim, Kelvin Gabbard, who had been shot twice. Through investigation, it was learned that the victim and the alleged perpetrator Scotty Brewer, had been in an argument over a female prior to the shooting. Mr. Brewer shot the victim twice with a handgun. Mr. Gabbard received serious injuries and was transported by Allen's Ambulance Service to the Kentucky River Medical Center in Jackson, KY. He was later transferred to the UK Medical Center in Lexington, KY and is in stable condition. Scotty J. Brewer was arrested and charged with Assault 1^st Degree and was lodged in the Three Forks Regional Jail in Lee County. The investigation into this incident is ongoing by Trooper Rob Morris.
