Rape/Sodomy Investigation & Arrests in Cynthiana, KY

(Dry Ridge, KY) - On December 19, 2008 at approximately 1500 hours, Kentucky State Police Detective Nathan Moore arrested Mr. James L. Bandy, 60 years of age, of Cynthiana. Detective Moore investigated several sexual assault allegations made against Mr. Bandy and obtained arrest warrants for his arrest on several counts. Mr. Bandy is charged with two counts of Rape First Degree Victim under 12 years of age, along with one count of Sodomy First Degree Victim under 12 years of age. These charges are each a Class A Felony punishable by 20 years to life in prison. Mr. Bandy is also charged with one count of Incest with a Minor and one count of Unlawful Transaction with a Minor; both counts are a Class B Felony punishable by 10 to 20 years in prison. Mr. Bandy is also charged with one count of Sodomy Second Degree, a Class C Felony punishable by 5 to 10 years in prison. In addition, he is charged with one count of Sexual Abuse First Degree and one count of Bribing a Witness, both Class D Felonies punishable by one to five years in prison.

Mr. William R. Shelton, 30 years of age, of Cynthiana was also arrested as a result of the investigation. Mr. Shelton is charged with one count of Sodomy First Degree, a Class A Felony punishable by 20 years to life in prison. Both subjects have been transported to the Bourbon County Detention Center for processing.
