Fulton County Jail Escapee Investigation

Date of News Release: 10/20/2008

(Hickman, KY) On Sunday, October 19, 2008, at approximately 8:15 PM, two state inmates escaped from the Fulton County Detention Center in Hickman, KY. The two suspects are Tommy Lee Southard, 28 of Elizabethtown, KY and Jeremy Phelps, 23 of Lebanon Junction, KY. Mr. Southard was last seen wearing a white t-shirt and shorts. He is approximately 5'6" tall and 160 pounds with brown hair and brown eyes. Mr. Southard was originally charged and incarcerated on a 1st Degree Wanton Endangerment charge (a class D felony) out of Hardin County, KY. Mr. Phelps was last seen wearing a white t-shirt and blue jeans. He is approximately 6'0" tall and 170 pounds with brown hair and blue eyes. Mr. Phelps was originally charged and incarcerated on Flagrant Nonsupport and Escape 2nd Degree charges (both class D felonies) out of Hardin County, KY. Kentucky State Police was assisted in searching the area by the Fulton County Sheriffs Office, Hickman County Sheriffs Office, Hickman City Police Department, Fulton City Police Department, and Fulton County Detention Center staff.

On Monday, October 20, 2008, Kentucky State Police Post 1 received information that these suspects were still in the Fulton County area. Troopers responded to and searched two residences, but were unable to locate the suspects. Kentucky State Police ask that anyone with any information on the whereabouts of these two individuals should call (270) 856-3721 or 1-800-222-5555. At this time, the investigation continues by Trooper Kyle Nall.
