News Release

Felony Murder Arrest in Carter County

Date of News Release: 12/12/2007

(Ashland, KY) - The Kentucky State Police in Ashland have arrested a Mansfield, Ohio native on the charges of Murder, Complicity to Murder, Arson 1st, Complicity to Arson 1st, Possession of Handgun by convicted felon, Persistent Felony Offender 1st Degree yesterday evening. The arrest stems from an incident that occurred on August 26, 2004 on Goodyear Lane in Olive Hill, KY. The investigation revealed that Roosevelt Williams shot and fatally wounded Dean Carter, age 38, of Olive Hill with a handgun and subsequently set fire to Carter's residence in an attempt to cover up the crime. The motive was believed to be drug related. The case was presented to the Carter County Grand Jury on November 23, 2005 and indictments were returned while Roosevelt Williams was already in Federal custody on felony drug charges (unrelated to this incident). Roosevelt Williams was transported to the Commonwealth of Kentucky and lodged in the Carter County Detention Center.

The lead investigator is Detective Rodney Carroll.
