Misdemeanor Arrest in Carter County

Kentucky State Police in Ashland arrested a 39 year old resident after an extensive investigation stemming from a complaint received (August 2006) from the Carter County Judge Executive's office involving alleged misconduct by one of their county employees. Kelly A. Nunley of Grayson, Ky was arrested without incident at her place of employment- Solid Waste Department in Grayson, Ky after a warrant was filed with the Commonwealth Attorney's office. Upon investigation from the KSP in Ashland, it was determined Nunley had supervised Carter County Detention Center inmates during work release from a period from February 2006 to September 2006. During that time, she engaged in inappropriate sexual behavior with one of the inmates while in the performance of her duties. The investigation also revealed activity involving Nunley using inmates to collect / turn-in scrap metal to Cecil's Recycling Center in Olive Hill, Ky and the misappropriation of the funds received.
