Fatal Traffic Crash in Clay County

Date of News Release: 06/16/2009

(London, Ky.) -- On Monday, June 15, 2009, at approximately 02:09 PM the Kentucky State Police, Post 11, in London was notified of an injury traffic crash on the Hal Rogers Parkway in Clay County.

Upon arrival Officer Greg Reams, of the Commercial Vehicle Enforcement, determined that a blue, 2006, Dodge, pickup truck, operated by Richard H. Napier, 39, of Manchester, KY was traveling eastbound on the Hal Rogers Parkway when, for an unknown reason, it crossed the centerline striking a tractor/tanker-trailer head-on.

Napier, who received fatal injuries during the crash, was not wearing a seatbelt and was ejected from the vehicle.

The tractor/trailer, a purple, 2003, Peterbilt, operated by Jimmie D. Baker, 48, of Bulan, KY, was westbound on the Hal Rogers Parkway when hit head-on.

Baker, who received fatal injuries during the crash, was wearing his seatbelt.

Both vehicles caught fire and were destroyed as a result of the collision.

No Alcohol and/or drug involvement is suspected.

Both victims were identified and pronounced dead by the Clay County Coroner Jim Trosper.

Officer Reams, a Traffic Crash Reconstructionist, is continuing the investigation and was assisted by Officers from the Kentucky State Police, Commercial Vehicle Enforcement, Manchester Police Department, the Manchester Fire Department, the Fogertown Fire Department, the Kentucky Department of Highways, the Clay County EMS and the Clay County Coroner's Office.
