Sandy Hook man charged with Animal Cruelty

Morehead, Ky. (March 8, 2018) – The Kentucky State Police in Morehead had received several complaints of animal cruelty in Elliott County. During the investigation, it was determined that several animals had not been vaccinated. Randy Skaggs, age 67, of Sandy Hook was arrested and charged with 179 counts of Cruelty to Animals 2nd Degree and 179 counts of Dogs to be Vaccinated against Rabies. Kentucky State Police was assisted by the Department of Agriculture. Randy Skaggs was lodged in the Big Sandy Detention Center. The incident remains under investigation by Trooper Kyler Wright.
