KSP Investigating Fatal Crash in Breathitt County
Vehicle found overturned in Quicksand Creek

Noctor, KY.(January 25, 2018) – A call of an overturned vehicle in a creek in the Noctor community of Breathitt County developed into a double fatality crash investigation Thursday morning. Kentucky State Police (KSP) Post 13 in Hazard received a call advising that a pickup truck had been observed in the waters of Quicksand Creek on Highway 30 East, across from Airport Road. Trooper Randall Coots was called to the scene at approximately 9:48 a.m., along with Jackson Rescue Squad, Arrow-Med Ambulance and McIntosh Ambulance.

At the scene, investigators observed a 2005 Ford pickup truck overturned in the creek. Once the vehicle was accessed, two individuals were located inside. The two passenger were later identified as 35 year old Jimmy L. Clemons and 42 year old Calvin G. Clemons, both of Hardshell, KY. They were pronounced deceased at the scene by Breathitt County Coroner George Griffith. The two were related, as Calvin Clemons was Jimmy Clemons’ uncle.

The initial investigation suggests that Jimmy Clemons was operating the truck southbound on Airport Road. At the intersection of HWY 30 East, the truck crossed both lanes of HWY 30, where it traveled over an embankment. The truck overturned into Quicksand Creek where it came to a final rest. It is presumed that the truck was in the water for several hours prior to being discovered.

Impairment is being considered as a possible factor in this crash, and neither passenger appeared to be wearing a seat belt. Autopsies will be performed on both victims at the State Medical Examiner’s Office in Frankfort, and toxicology results are pending. This incident remains under investigation by Tpr.
