Traffic Stop Leads to Drug Charges

Middlesboro, Ky. (April 4, 2017) – An afternoon traffic stop in Harlan County has led to the arrest of a Knox County man.
Trooper Jake Spurlock was traveling southbound on US Highway 119 in the Putney community of Harlan County when he observed a 1997 Chevrolet Impala traveling at a high rate of speed in the northbound lane. Trooper Spurlock turned on the vehicle and the driver turned onto KY 522. Trooper Spurlock initiated the traffic stop.
Upon approaching the operator of the vehicle, both the driver and his occupant seemed visibly nervous. After asking for the subject for this operator’s license, he stated the he did not have a license. The operator gave verbal consent for Trooper Spurlock to search his vehicle. The subsequent search led to the discovery of 88 Suboxone sublingual films and a large amount of cash.
Terrace Joseph Saylor, age 50, was charged with speeding (20 mph over), operating on a suspended or revoked driver license, trafficking in a controlled substance, 2nd degree and several other traffic violations. Mr. Saylor has been lodged in the Harlan County Detention Center with no bond set at this time.
Investigation continues by Trooper Spurlock. Spurlock was assisted at the scene by Trooper Justin Barton.
