KSP Investigates Escaped Inmate in Estill County

(Irvine, KY) - The Kentucky State Police, Richmond Post is looking for an inmate that escaped from the Estill County Detention Center at approximately 12:30 pm today (04/05/2016).
The initial investigation alleges that Francis N. Stamper, 19 years old of Irvine, escaped from the jail and fled on foot. Several agencies, including the Kentucky State Police, Estill County Sheriff's Office, Irvine Police Department, and the Estill County Detention Center conducted a search of the area, but were unable to find Stamper. She was last seen wearing a green shirt, and black leggings. Stamper is described as being approximately 5'3" tall, weighing 153 pounds, with black hair. She was currently lodged for failure to appear on a shoplifting charge.
