Fatal Collision in Carter County

(Ashland, KY) -- The Kentucky State Police in Ashland is investigating a fatal collision that occurred this morning around 6:22 am in the area of 21039 West US 60 in Carter County, KY. The victim, 58 year old James M. Richards of Olive Hill, KY, was operating a Beige Buick passenger car westbound on US 60 in the area of Upper Tygart Elementary when he lost control of the vehicle, traveled over an embankment and into a creek. Mr. Richard was pronounced deceased at the scene by Carter County Coroner William Waddell.

Richards was not wearing a seatbelt at the time of the collision. Alcohol/Drug usage is suspected as a contributing factor for the collision.

The Olive Hill Fire Department, Carter County EMS and Carter County Coroner’s Office assisted with the investigation.

Trooper Jim Ryland is the investigating officer.
