KSP Arrests St. Charles Man Wanted By The U.S. Marshals Service

Madisonville, KY (Hopkins County) - The Kentucky State Police arrested a St. Charles man that was wanted by the U.S. Marshals Service.

Acting on a tip, KSP troopers and officers from the Madisonville Police Department responded to a residence located on Lamb Road on Wednesday, April 16, 2014, at approximately 6:54 p.m. Officers had received information that a wanted subject, Joseph L. Franklin, was at this residence.

Upon arriving, Mr. Franklin exited the residence and was taken into custody. Troopers arrested three other individuals who were also present inside the residence.

Trooper Jonathan Murphy charged the following individuals:

Joseph L. Franklin, 31, of St. Charles, KY

  1. Execution of Federal Bench Warrant
  2. Execution of Bench Warrant

Virginia D. Payne, 27, of Nortonville, KY

  1. Tampering with Physical Evidence
  2. Trafficking Controlled Substance 1st Degree 1st Offense
  3. Possession of Drug Paraphernalia
  4. Possession of Marijuana
  5. Possession of Controlled Substance 3rd Degree
  6. Possession of Handgun by a Convicted Felon

Trooper Cody Kromer charged the following individuals:

Jamie A. Davis, 22, of Madisonville, KY

  1. Possession Controlled Substance 1st Degree 3rd or < Offense
  2. Menacing
  3. Disorderly Conduct 2nd
  4. Assault 3rd Degree - Police Officer
  5. Resisting Arrest

Dasha N. Bean, 22, of Nebo, KY

  1. Menacing
  2. Disorderly Conduct 2nd

All four individuals were lodged in the Hopkins County Jail. Trooper Joseph Bartolotti and the Madisonville Police Department assisted at the scene.
