Two Charged with Drug Trafficking

(Harlan, Ky.) - On Wednesday, January 29, 2014 around 1:30 pm, Trooper Jared Boggs was on routine patrol in Harlan. While patrolling the Village Center Mall, he observed a vehicle parked in front of Subway in a handicapped spot without a handicapped placard displayed.

Trooper Boggs approached the 2003 Saturn LS and made contact with the operator, Bethel Stewart, age 53, of Andersonville, Tennessee. Upon contact with Mr. Stewart, a Suboxone strip package was observed in plain view in the driver's floorboard he appeared to be very intoxicated, and was given field sobriety tests. Mr. Stewart was placed in custody for DUI.

Trooper Jimmy L. Halcomb arrived on scene shortly thereafter to assist Trooper Boggs. Trooper Halcomb made contact with the passenger of Stewart's vehicle, Heather Stevens Anderson, age 38, of Cawood, KY. Ms. Anderson was searched and found to be in possession of Xanax and Subutex, none of which were in their proper containers. Ms. Anderson was placed into custody by Tpr. Halcomb.


While Trooper Boggs was transporting Ms. Anderson and Mr. Stewart to the Harlan County Detention Center, he noticed both individuals were very nervous acting and would not keep their hands in plain view, as Trooper Boggs had requested them to do many times during the transport. Once at the detention center, both subjects were observed by Trooper Boggs attempting to conceal something inside their clothing. Both subjects were taken into the detention center were they were searched further.

Search by jail officials revealed Mrs. Anderson to have a large amount of Xanax and Subutex concealed on her as well as Suboxone strips. A total of over $3500 in cash was also seized from both subjects.

Mr. Stewart was charged with DUI, Possession of Controlled Substance 2nd Degree, 1st offense of Trafficking in Controlled Substance 3rd Degree, 1st offense of Trafficking in Controlled Substance 2nd Degree, Tampering with Physical Evidence, Promoting Contraband 2nd Degree and several other traffic related charges.

Ms. Anderson was charged with 1st offense of Trafficking in Controlled Substance 3rd, 1st offense of Trafficking in Controlled Substance 2nd Degree, Tampering with Physical Evidence, Prescription Drug not in Proper Container, 2 counts of Prescription Drug not in Proper Container and Promoting Contraband 2nd Degree.

The case remains under investigation by Trooper Boggs and Trooper Halcomb.
