Cold Case Murder Arrest

Oak Grove, KY (Christian County) - Three men were indicted on murder-related charges by a Christian County Grand Jury.

KSP Lieutenant Jason Newby has been investigating a double murder that occurred at the New Life Massage Parlor in Oak Grove, KY on September 20, 1994. On Friday, November 15, 2013, Lt. Newby presented his investigation to a Christian County Grand Jury.

The grand jury returned indictment warrants for the following individuals:

Frank J. Black Jr., 39, Gadsden, AL - 2 counts of murder
Edward T. Carter, 43, Somerset, KY - 2 counts of murder
Leslie Duncan, 50, Central City, KY - 2 counts complicity to murder

Mr. Black was arrested by authorities in Alabama. Mr. Duncan's warrant was served at the Christian County Jail where he was already lodged and serving three years for tampering with physical evidence in reference to this investigation.

Mr. Carter was located in a hotel room in Warren County Ohio and was arrested by the Warren County Ohio Sheriff's Department. Mr. Carter will be arraigned on his charges once he is extradited back to the Common Wealth of Kentucky. He is also being held on a one million dollar bond.

Mr. Black will be arraigned on his charges once he is extradited back to the Commonwealth of Kentucky. Both men are being held on a million dollar bond.
