Felony Sexual Abuse Arrest in Carter County

(Ashland, Ky.) -- The Kentucky State Police have arrested a Carter County resident after receiving a report of sexual abuse to a female juvenile, who at the time of the abuse was under 12 years of age.

On September 5, 2013 The Kentucky State Police Post 14 Ashland received a report of sexual abuse involving a four year old female. The initial report stated the juvenile had been sexually abused by James D. Withrow at a residence on Clay Camp in Carter County. When the abuse occurred the juvenile's parents were acquaintances with Mr. Withrow.

On September 10, 2013 an interview was conducted with James D. Withrow and it was revealed that sexual contact (touching in a sexual manner) had occurred between Mr. Withrow and the female juvenile.

On October 25, 2013 Arrest Indictments were issued by the Carter County Grand Jury.

On November 4, 2013 James D. Withrow ,age 56, of Hitchins KY, was arrested lodged in the Carter County Detention Center and charged with:

Sexual Abuse 1st Degree Victim Under 12 Years of Age
Sodomy 1st Degree Victim Under 12 Years of Age

The investigation is ongoing by Trooper Tye Chavies.
