Richmond Post Make Arrest in Clark County Arson Investigation

(Winchester, KY) -- On Sunday, October 21, 2012 at 5:55 a.m. EDT, the Kentucky State Police, Richmond Post was contacted by the Clark County 911 Center concerning a fatal fire that occurred at 544 East Broadway Street.
Initial investigation revealed that Kenneth Payton, Jr., 50 years old of Winchester, died in a house fire at his residence. Kentucky State Police Arson Investigator Pat Alford determined that the fire was suspicious in nature and conducted several interviews on witnesses living in the home with Mr. Payton.
Aaron Spencer, 23 years old of Winchester, was arrested and charged with Arson First Degree and lodged in the Clark County Jail.
Pamela Cantor, 43 years old of Winchester, was arrested for an outstanding warrant unrelated to the arson investigation.
Kentucky State Police Detective Jeremy Hamm has opened a Death Investigation case concerning the death of Kenneth Payton, Jr.
Detectives were assisted at the scene by Sergeant Sonny Dunaway, the Winchester Fire Department, the Clark County Sheriff’s Office, and the Clark County Coroners Office.
