Two Greenup County Residents Arrested

(Ashland, KY) -- The Kentucky State Police in Ashland have arrested two Greenup County residents following an incident that occurred in the Load area. At approximately 2229 hours, Trooper Shane Goodall and Trooper Eric Homan observed a rail buggy traveling on KY 784. The occupants of the vehicle were not using the appropriate safety restraints. Trooper Homan activated his emergency equipment in an attempt to stop the vehicle but the subject refused to comply and attempted to flee the area. The occupants of the vehicle attempted to turn onto a side road, but were unsuccessful and impacted an embankment. After impact with the embankment both occupants attempted to flee on foot. Trooper Goodall gave verbal commands for the passenger, Billy W. Potter, to stop but he refused to comply which led to Trooper Goodall utilizing his agency issued TASER. Trooper Homan gave the driver, Andy N. Wilburn, multiple commands to stop but he refused to comply which led to Trooper Homan utilizing his agency issued TASER. Both subjects were lodged in the Greenup County Detention Center.

Andy N. WilburnAndy N Wilburn, age 44, was arrested and charged with-

  • Operating a motor vehicle under the influence 1st offense
  • Fleeing or evading police 2nd degree (motor vehicle)
  • Resisting Arrest
  • Inadequate Silencer (Muffler)
  • Failure to illuminate head lamps
  • No/expired registration plates
  • No/expired Kentucky registration receipt
  • Failure to produce insurance card
  • Failure to wear seatbelts

Billy W PotterBilly W Potter, age 19, was arrested and charged with-

  • Fleeing or evading police 2nd degree (on foot)
  • Resisting Arrest
  • Public intoxication controlled substance (excludes alcohol)

The investigation is ongoing by Trooper Eric Homan.
