4 Arrested after Pursuit in Carter County

(Ashland, Ky.) -- The Kentucky State Police in Ashland have arrested four Olive Hill, KY residents following an incident that occurred yesterday evening (04/09/12) in the near the city limits of Olive Hill. At approximately 1631 hours, Trooper David Boarman and Trooper John Marcum were conducting a safety traffic checkpoint at the junction of KY 2078 and KY 2531. Trooper Boarman observed a black truck turning around before the truck arrived at the checkpoint allegedly attempting to avoid the checkpoint. Trooper Boarman activated his emergency equipment to stop the truck but the subject refused to stop and accelerated the truck. Trooper Marcum assisted in the pursuit in support capacity. The occupants of the black truck turned on KY 174 and proceeded approximately three miles when the driver and two female passengers in the backseat stopped the truck and the male driver fled on foot. Trooper Boarman pursued the male subject on foot and Trooper Marcum located the two female subjects outside of the truck. Trooper Boarman gave the subjects multiple commands to stop running but the subject refused to comply which led to Trooper Boarman utilizing his issued TASER.

The other male passenger in the truck got in the driver's seat and fled down KY 174 where KSP units from Morehead post located this subject and arrested him in KSP Post 8 district. The subject was Paul Rowe, age 33 and he was charged with DUI 1st and Manufacturing Methamphetamine 1st offense.

The initial male subject who fled was identified as Billy Binion, age 30, and was arrested and charged with:

Execution of bench warrant x8
Execution of indictment warrant x2
Speeding over 20 mph
Improper turning
Reckless driving
Operating motor vehicle under influence 1st
Fleeing/evading police 2nd (motor vehicle and foot)
Failure of non owner operating to maintain insurance
Failure wear seatbelt
Operating on suspended license
Improper passing
Giving officer false name/address
Disregarding stop sign
Poss of open alcohol beverage in motor vehicle
Failure or improper signal

Also arrested were the two female passengers for outstanding bench warrants.

Natasha Parsons, age 21

Rowe was lodged in the Rowan County Detention Center and all other subjects were taken to Carter County detention center.

The case is still under investigation by Trooper David Boarman.
