Death Investigation in Clay County

(LONDON, KY.) –– On Wednesday, October 10, 2012 at approximately 11:19 AM, the Kentucky State Police, Post 11 London, received a report of a job site accident at a construction site just off of the Hal Rogers Parkway in Clay County.
Upon arrival Trooper Josh Wilson determined that the victim, Billy L. Phillips, 65, of Mount Vernon, was walking behind a dump truck when the truck began backing up. The truck driver, Rocky W. Shepherd, 48 of Manchester was unaware that Phillips had walked behind the truck and struck him causing injury.
Phillips was transported to the Manchester Memorial Hospital where he was pronounced dead.
No drug or alcohol usage was suspected.
Due to the incident occurring at a construction site not on a highway it is considered a death investigation and not a traffic crash fatality.
Trooper Wilson has begun an investigation into the death and was assisted by officers from the Kentucky State Police Commercial Vehicle Enforcement, the Clay County Sheriff's Department, the Clay County EMS and the Big Creek Fire Department.
