Felony Arrest in Rowan County

(Morehead, Ky.) -- On October 1, 2011 at 6:30 a.m. Kentucky State Police Morehead received a report of a burglary in progress at the Haldeman Hays Crossing Community Center from Morehaed Police Department Dispatch. Trooper Keith Howard, Trooper Whitney Howard and Morehead Police Department officers responded to the scene. Michael S. Howard and Stephanie E. Pelphrey both of Morehead were located inside the Haldeman Hays Crossing Community Center and placed under arrest by Trooper Keith Howard. After further investigation a third subject Bryan K. Sparks of Morehead was located at a residence near the community center and was also charged for his part in the burglary. The incident remains under investigation by Trooper Keith Howard.
Bryan K. Sparks was charged with Burglary 1st Degree, Receiving Stolen Property Under $500, Drug Paraphernalia - Buy/Possess, Possession of Controlled Substance, 3rd Degree - Drug Unspecified, Possession of Controlled Substance, 1st Degree, 1st Offense - Drug Unspecified, and Possession of Defaced Firearm.
Stephanie E. Pelphrey was charged with Burglary 1st Degree, Possession of Controlled Substance, 1st Degree, 1st Offense - Methamphetamine, Drug Paraphernalia - Buy/Possess, and Execution of Carter County Bench Warrant of Arrest.
Michael S. Howard was charged with Burglary 1st Degree and Promoting Contraband 1st Degree.
