Two Owen County meth labs busted

(Owen County, Ky.) -- Troopers discovered two meth labs during the night resulting from investigative efforts conducted in Owen County, one near Gratz and one in New Liberty.

Justin Rapp (25 years old of Owenton) and Amber Rapp (25 years old of Owenton) were arrested resulting from a lab discovered outside the home located at 2145 Highway 355 near Gratz. Three children that live in the home were reportedly unharmed and not exposed to the lab.

Both were charged with Manufacturing Methamphetamine 1st Offense and Possession of Drug Paraphernalia and taken to the Carroll County detention facility.

Steven Prather (32 years old of New Liberty) and Jennifer Prather (35 years old of New Liberty) were arrested resulting from a lab discovered at 105 Highway 227 in New Liberty. Two children living in the home were removed by Social Services and taken to Cincinnati Children's hospital for evaluation. The children have been placed in protective custody.

Steven Prather was charged with the following: Manufacturing Methamphetamine 1st Offense, Tampering with Physical Evidence, Unlawful Possession of a Meth Precursor, Possession of Marijuana, Possession of Drug Paraphernalia, and Endangering the Welfare of a Minor.

Jennifer Prather was charged with the following: Manufacturing Methamphetamine 1st Offense, Unlawful Possession of a Meth Precursor, Possession of Marijuana, Possession of Drug Paraphernalia, and Endangering the Welfare of a Minor. Both were taken to the Carroll County detention facility.

A KSP unit specializing in the safe removal and disposal of the hazardous materials found in meth labs responded for clean-up. The Owen County Sheriff's office assisted during the investigation.

The investigations are being conducted by Troopers Brandon Maupin and Justin Sams.
