Two arrested after traffic stop

(Bardwell, Ky.) -- While on patrol in Carlisle County, Trooper Mark Franklin observed a vehicle operating with one headlight and no tail lights. After initiating a traffic stop, Trooper Franklin located Milo Thomas Parham 30, of Bardwell in the vehicle who had an active arrest warrant from Hickman County. After Mr. Parham was arrested, further investigation led to Mr. Parham being charged in connection with a burglary of Westside Garage in Hickman County. During this investigation, information was obtained which also led to the arrest of James E. West, 31, of Arlington, KY and the recovery of several items that had been reported stolen. Mr. West was charged with Possession of Marijuana, Possession of Drug Paraphernalia, and Possession of a Firearm by a Convicted Felon. In addition to the warrant, Mr. Thomas was charged with Burglary 3rd and Theft by Unlawful Taking Under $300. Mr. West and Mr. Parham were both lodged in the Hickman County Jail. Trooper Franklin was assisted at the scene by the Clinton Police Department and is continuing the investigation.
