Man Hobos Train Following Collision

(Harlan, Ky.) -- The initial contact with Shawn Kevin Smith, 26, of Cawood came after Kentucky State Police Post 10 Trooper Doyle Halcomb responded to a call of an intoxicated subject across from the Oh Brother's Gas Station in the Dressen Community of Harlan County. The call was received at 7:45 PM. Contact was made with Mr. Smith and Tpr. Halcomb minutes later. Tpr. Halcomb determined that he was manifestly under the influence of an intoxicating substance and he was arrested and lodged in the Harlan County Detention Center at 8:52 PM. He was released 19 minutes after he was lodged. Mr. Smith was picked up from the Harlan County Detention Center by a friend and then left the friend's house in his vehicle. At 10:09 PM KSP received a call that Mr. Smith had wrecked his vehicle on the railroad tracks at Dressen. As troopers arrived at the scene, Mr. Smith fled. While at the scene investigating the accident, troopers had run down the tracks to stop an approaching train to prevent another collision. After the vehicle was removed from the track and troopers cleared the scene, the train proceeded on its way.
Minutes after the started moving, Mr. Smith was observed by nearby residents had jumped on the train and they contacted KSP. They stated that he was being belligerent and yelling obscenities at people as he passed by. As troopers approached the train, Mr. Smith was hanging off the side of the train, lost a shoe and was seen trying to turn the handbrake, obviously thinking he could stop the train.
KSP Dispatchers contacted CSX officials to inform them that Mr. Smith had jumped onto the train, and once again the train was stopped. Once the train slowed, Mr. Smith jumped off the train and began to run. At that point he was chased down by KSP Trooper Tommy Miller and was taken into custody making several he made several threats to the troopers.
Mr. Smith was lodged in the Harlan County Detention Center on charges of operating a motor vehicle under the influence, leaving the scene of an accident, expired registration plates, expired Kentucky registration receipt, abandonment of vehicle on a public road, third-degree criminal trespassing, possession of alcoholic beverage container in a motor vehicle, second-degree fleeing or evading police (on foot), menacing, third-degree criminal trespassing, failure of owner to maintain required insurance and second-degree disorderly conduct.
Mr. Smith is being held on a $10,000 full cash bond.
