Date of News Release: 04/22/2010

(Prestonsburg, Ky.) -- Phillip Anthony Horn, 58, of 944 Jack Arnett Branch Road refused numerous pleas to offer him help by Kentucky State Police Officers on the scene at Horn's residence. Mr. Horn told officers he wanted them to kill him and then set his own home on fire. Mr. Horn had told neighbors the he wanted to kill himself and burn his home last evening and tried to borrow a handgun from his neighbor, after having an emergency protective order served against him and approximately twenty firearms taken from his possession by Floyd County Deputy Sheriffs.

Firefighters at the scene could not battle the blaze for fear of being shot at by Horn, due to Horn's threats and officers first on the scene heard Horn fire what they believed was a gunshot inside the residence. After the fire was extinguished a body believed to be Mr. Horn was recovered by Middle Creek Fire Department.

An autopsy is scheduled and the death is under investigation by Detective Ben Cramer of the Kentucky State Police, Floyd County Deputy Coroner Chuck Hall.
