Fatal Shooting Leads to Murder Charge

(Regina, Ky.) -- On January 2, 2010 7:28 a.m. Kentucky State Police Officers were dispatched to 168 Frankie Fork Road, Regina, Ky. in reference to Rachel Lee Ratliff, 30 years of age, who had been shot by her uncle David Joe Ratliff, 49 years of age. When the Troopers arrived they observed David Ratliff exiting the back door of his residence armed with a 9mm. semi automatic handgun. Troopers were able to take him into custody with out incident. Rachel Ratliff was pronounced dead by Pike County Deputy Coroner Denver Bailey at the scene. The case is still under investigation by Detective Gary Sykes of the Kentucky State Police.
