Reckless Homicide in Carter County

(Ashland, Ky.) -- On April 21st, 2009, the Carter County Detention Center reported to the Kentucky State Police at Post 14 that an altercation had taken place between two inmates. In that report the Carter County Detention Center said that one of the inmates had been admitted at a local hospital. Detectives from Post 14 were dispatched to the Carter County Detention Center and hospital to investigate.

On April 26th, the inmate, Emanuel Reyes, passed away as a result of his injuries sustained in the altercation. Detectives from Post 14 have been in consultation with the Commonwealth Attorney, David Flatt.

The investigation was presented to the Carter County Grand Jury.

On May the 19th the Carter County Grand Jury returned an Indictment for Reckless Homicide. Mr. Charles Finley Jr., has been charged and is currently incarcerated at the Carter County Detention Center.
