Knott County Drug Arrest

(Hazard, Ky.) - Trooper Brandon Thomas, U/764 with the Criminal Interdiction Detail at Post 13 was patrolling Highway 899 in the Mallie Community of Knott County along with Trooper Joel Abner, U/899. While on patrol in the area and observing for suspected drug/criminal activity a 1996 Chevrolet Beretta was observed matching the description of a reported impaired driver. Trooper Brandon Thomas, U/764 conducted a Traffic Stop on the vehicle at which time the driver was placed under arrest for various drug trafficking charges, DUI and a host of other traffic offenses in addition to having an active Bench Warrant in Breathitt County. A large quantity of illegal prescription drugs and U.S. currency was seized from the driver of the vehicle William Lacy Smith. A passenger in the vehicle Ruby Holland was also taken into custody after being found to be in possession of illegal drugs and was also charged with several Drug Trafficking Charges in addition to being wanted in multiple counties across eastern Kentucky. Both subjects were lodged in the Kentucky River Regional Jail in Hazard, Ky.

William Lacy Smith age 42 of Elmrock, Ky was charged with 8 Counts of Prescription Drugs not in Proper Container, 6 counts of Possession of Controlled Substance 1st Offense, 6 Counts of Trafficking in Controlled Substance, 2 counts of Trafficking in a Legend Drug, DUI 2nd Offense, Driving while DUI suspended and a host of other traffic charges.

Ruby Holland age 38 of Elmrock, Ky was charged with 2 counts of Trafficking in a Legend Drug, 3 counts of Prescription Drug Not in Proper Container, Trafficking in a Controlled Substance 3rd Degree 1st Offense.
