Pursuit and Arrest Harlan/Bell County

(Harlan, KY) - On 2/18/2009 at 11:22 a.m., Harlan County Sheriff Marvin Lipfird attempted to make a traffic stop on a 2002 Chevrolet Cavalier that nearly struck him on US 421 in Harlan, KY. The operator of the vehicle, Dusty E. Ellison age 27 of Pineville, KY attempted to flee and a pursuit was initiated by Sheriff Lipfird. Mr. Ellison traveled through Harlan on US 421 and then turned south onto US 119 where Trooper Walt Szczepan joined in to assist Sheriff Lipfird. The pursuit entered Bell County on US 119 in the community of Calvin, KY where TFC Curtis Pingleton had deployed a tire deflation device which disabled the suspect vehicle. Mr. Ellison then exited the vehicle and was chased on foot where he was caught in a wooded area. During the foot pursuit, Trooper Walt Szczepan sustained a leg injury and was treated and released at Harlan ARH. TFC Curtis Pingleton also sustained an injury to his hand and was treated and released from Pineville Hospital. After further investigation, it was found that Mr. Ellison had just shoplifted at Peebles Department Store in Harlan, KY and was fleeing the store when he entered the roadway and nearly struck Sheriff Lipfird. Ellison was also wanted in Knox County for a similar incident that occurred on 1/28/2009 in Corbin, KY where he allegedly fled from the Corbin P.D. and struck a vehicle, injuring the occupants of that vehicle and was able to escape capture. Ellison was also wanted in Bell County for Failure to Appear.
Sheriff Lipfird transported Mr. Ellison back to Harlan County where he was lodged in the Harlan County Detention Center and charged with the following: Operating motor vehicle under the influence of drugs, Operating on a suspended license, reckless driving, 3 counts Wanton Endangerment 1st degree, Wanton Endangerment 1st degree police officer, Fleeing or evading police 1st degree, Tampering with physical evidence, no insurance and 3 counts Theft by Unlawful Taking.
TFC Curtis Pingleton issued Mr. Ellison the following charges in Bell County: Operating motor vehicle under the influence of drugs, Speeding, Reckless driving, No Insurance, No Seatbelt, Operating on a Suspended License, Fleeing and Evading 1st degree, 3 counts of Wanton Endangerment 1st degree, executed Failure to Appear warrant for Bell County and executed Knox County warrants for 3 counts Wanton Endangerment 1st degree, Wanton Endangerment 1st degree Police Officer and Fleeing and Evading 1st degree.
Assisting at the scene were units from Kentucky State Police Post 10 Harlan, Harlan Sheriff's Department, Commercial Vehicle Enforcement, and Fish and Wildlife.
Harlan County charges are still under investigation by Harlan County Sheriff Marvin Lipfird. The Bell County charges are still under investigation by TFC Curtis Pingleton of Kentucky State Police Post 10 Harlan.
