Fulton Escapees in Arrested in Bullitt County

(Lebanon Junction, KY) - On Friday, October 24, 2008, at approximately 11:54 PM CST, Kentucky State Police, Post 4 in Elizabethtown, apprehended two escaped inmates. The two state inmates, Jeremy Phelps and Tommy Lee Southard, escaped from Fulton County Detention Center on Sunday, October 18, 2008. The two escapees are suspected of stealing a van in Fulton, KY on Wednesday, October 22, 2008. The van was recovered, abandoned, in the afternoon hours of Thursday, October 23, 2008 by Lyon County Sheriff Kent Murphy. In the early morning hours of Friday, October 24, 2008, Lyon County Sheriffs Office received a report of a stolen pickup truck from Batesville Casket Company in Eddyville, KY. The truck that was stolen by the inmates was equipped with a GPS tracking device that led investigators to the whereabouts of where the vehicle was abandoned in the Louisville Metro area.

With the assistance of the Fulton Police Department, Lyon County Sheriffs Department, and the Louisville Metro Police Department, Kentucky State Police were able to track a general vicinity of where the fugitives were possibly located. On Friday, October 24, 2008, Tpr. Kyle Nall received additional information that led to units out of KSP Post 4, Elizabethtown being dispatched to the residence of Tommy Lee Southard in Lebanon Junction, KY. Troopers, with the assistance of Bullitt County Sheriffs Office, responded to the residence and set up a perimeter around the residence. After a brief stand off, both suspects surrendered to KSP troopers without incident. At this time, both suspects are lodged in the Bullitt County Jail on a Fulton County charge of Escape, 1st Degree. The investigation continues by Tpr. Kyle Nall with the Kentucky State Police.

(Hickman, KY) - On Sunday, October 19, 2008, at approximately 8:15 PM, two state inmates escaped from the Fulton County Detention Center in Hickman, KY. The two suspects are Tommy Lee Southard, 28 of Elizabethtown, KY and Jeremy Phelps, 23 of Lebanon Junction, KY. Mr. Southard was last seen wearing a white t-shirt and shorts. He is approximately 5'6" tall and 160 pounds with brown hair and brown eyes. Mr. Southard was originally charged and incarcerated on a 1st Degree Wanton Endangerment charge (a class D felony) out of Hardin County, KY. Mr. Phelps was last seen wearing a white t-shirt and blue jeans. He is approximately 6'0" tall and 170 pounds with brown hair and blue eyes. Mr. Phelps was originally charged and incarcerated on Flagrant Nonsupport and Escape 2nd Degree charges (both class D felonies) out of Hardin County, KY. Kentucky State Police was assisted in searching the area by the Fulton County Sheriffs Office, Hickman County Sheriffs Office, Hickman City Police Department, Fulton City Police Department, and Fulton County Detention Center staff.

On Monday, October 20, 2008, Kentucky State Police Post 1 received information that these suspects were still in the Fulton County area. Troopers responded to and searched two residences, but were unable to locate the suspects. Kentucky State Police ask that anyone with any information on the whereabouts of these two individuals should call (270) 856-3721 or 1-800-222-5555 (in the state of Kentucky only, does not work out of state). At this time, the investigation continues by Trooper Kyle Nall.
