Sex Offender Arrest in Carter County

An image of William Kast, click here to enlarge in a new window(Ashland, KY) - On August 1st, 2008, the Kentucky State Police in Ashland received information from the Pennsylvania State Police that a sex offender had moved into Carter County without notifying authorities of his address change. Trooper Jim Ryland responded to the complaint and arrested William Kast and charged him with Failure to Comply with Sex Offender Registry. Mr. Kast was lodged in the Carter County Detention Center.
