Misdemeanor Arrests in Carter County

(Ashland, KY) - Detectives from the Kentucky State Police have arrested two Carter County Detention Center deputy jailers and one former deputy jailer after a two-month investigation into activities involving these deputy jailers. Kentucky State Police initiated the investigation after Jailer Randy Binion reported this information to our agency. The investigation revealed Lorraine Savage engaged in inappropriate behavior at the Carter County jail while both on and off-duty. Her actions led to two inmates being injured after being assaulted by other inmates. Savage also violated jail policy. Cliff Estep, which was placed in a supervisory role over Savage, was charged after he failed to report these violations. John Fannin II (former jailer) was charged after he allowed an inmate access to the jail control room as well as allowing an inmate access to a jail radio.

Detective Kouns met with both the Carter County and Commonwealth Attorneys to determine charges and warrants were issued for all three individuals. They were arrested yesterday evening at different locations in Grayson, KY. All three suspects were lodged n the Carter County Detention Center on a $2500 dollar surety bond.
The Commonwealth Attorney requested the Kentucky State Police to continue their investigation to determine if additional suspects and/or charges may be filed.
