Wanted Fugitive Arrested in Greenup County

(ASHLAND, KY): Kentucky State Police in Ashland have arrested a South Shore resident on fugitive from justice charges out of Ohio after the suspect fired into a residence at 1304 Union Street, Portsmouth, Ohio. On 2-13-07 at 2330 hours, Norman Watkins, age 36 of South Shore was involved in a domestic dispute with his ex-girlfriend Freda McClain also of South Shore, Ky. McCain had been staying at friend's residence (Sharon Barney of Union Street) when Watkins came to the residence looking for McClain. Watkins fired multiple shots into the residence with a high powered rifle while both McClain, Barney, and another female named MyKal Cooper were inside.
After warrants were obtained by Portsmouth Police for the charge of "Discharging a Firearm on or near a Prohibited Premises, a class F2 Felony), Trooper Shannon Jones of KSP Post 14 spent countless hours attempting to locate the suspect which was said to have fled the residence in a vehicle.
On 2-14-07 Trooper Shannon Jones made contact with Watkins via cell phone and developed a rapport with him in an attempt to have him surrender himself to authorities. At 1445 hours, Troopers located Watkins driving his vehicle to his mother's residence on Beauty Ridge and conducted a felony traffic stop. Watkins was subsequently arrested without incident and transported to the Greenup County Detention Center.
The incident remains under investigation by Trooper Shannon Jones.
