Franklin County Pursuit and Arrest

(Post 12 Frankfort) - Tpr. Jason Lovins responded to a complaint at the Sara Apartments in Franklin County. In the apartment parking lot Tpr. Lovins observed the accused Louis Simmons Jr., sitting in his vehicle. Tpr. Lovins asks Mr. Simmons about the complaint and observed marijuana inside Simmons's vehicle. Tpr. Lovins handcuffs and places Mr. Simmons into the back seat of his State Police vehicle. Tpr. Lovins then located crack cocaine and additional marijuana inside Simmons's vehicle.

Mr. Simmons starts kicking Trooper Lovins rear door and window and Tpr. Lovins open the rear door and Simmons head butted him. Mr. Simmons escaped and a foot pursuit ensued. Tpr. Lovins called for assistance. Mr. Simmons get back into his vehicle and a vehicle pursuit begins. The pursuit travels down Carwell Lane and onto US-127 to westbound I-64.

The Shelby County Sheriff's Office placed stop sticks-stinger at the 36-mile marker on I-64 to stop the eluding vehicle. The stop sticks-stingers flattened the eluding vehicle's tires and Mr. Simmons continued westbound on I-64. Mr. Simmons was traveling at 80-85 MPH. At the 35-mile marker on I-64 Simmons jumped from his moving vehicle. Mr. Simmons rolled down I-64 and into the median. The vehicle traveled off the right side of I-64 and struck a utility pole and came to final rest.

Officers approached Mr. Simmons and foot pursuits ensued. Mr. Simmons was caught and apprehended. He was and transported by ambulance to the University of Louisville Hospital where he was admitted. Kentucky State Police Post 12 was assisted by the Franklin County Sherriff's Office, Frankfort Police Department, Shelby County Sherriff's Office, Shelbyville Police Department.

Louis Simmons Jr., B/M, age 27, from Louisville, KY, has been charged with the following.

  • Possession on Marijuana
  • Possession of a controlled Substance 1 Degree Cocaine 2nd Offense
  • Possession of Drug Paraphernalia 2 Offense
  • Escape 3rd
  • DUI 1st
  • Resisting Arrest
  • Fleeing and Evading 1st
  • Assault 3rd on a Police Officer
  • Criminal Mischief 1st
  • Criminal Mischief 2nd
  • Wanton Endangerment 1st (2 counts)
  • Failure to Wear Seat Belt
