Warren County Pursuit and Arrest

(BOWLING GREEN, KY) - Brady Lockhart and Donnie Phelps were operating a 1995 Volvo and going down Willoughby Lane in Bowling Green. KSP followed behind the vehicle until they turned onto the 4000 block of Glen Lily Road. The passenger (Donnie Phelps) in the vehicle was being sought after on charges of theft by failure to make required disposition. When the investigating officer attempted to make a traffic stop on the vehicle, the driver (Brandy Lockhart) accelerated to speeds of over 70 mph. Mr. Phelps bailed out of the moving vehicle shortly after the pursuit started carrying a 3 year old child in his arms. The investigating unit placed Mr. Phelps into custody without incident and placed him in the rear of his car. When the unit went to check on the driver and the child, the suspect became combative and proceeded to kick out the rear driver side window of the cruiser. The subject became compliant after a short burst of OC Spray was utilized. The driver of the vehicle was taken into custody without incident and the child was not injured as a result of this incident. The child was released to a Grandmother at the scene. Both suspects were lodged in the Warren County Regional Jail.
