Update on Officer Involved Shooting Investigation

The decedent involved in the KY State Police trooper shooting incident from last date has been identified as Randy L. Biggs from Portland, TN. Biggs was wanted out of Nashville, TN on warrant for armed robbery. According to fugitive information Biggs was considered armed and dangerous and possibly armed with a sawed off shotgun. Biggs was 41 years old. Biggs was identified the Ky State Police AFIS fingerprint identification system and the FBI fingerprint identification unit. Attached is a picture of Biggs.
(HORSE CAVE, KY)- On Tuesday, July 26, 2005 at approximately 12:30 p.m. (CDT) the Kentucky State Police Bowling Green Post received a report of a non-injury crash on southbound Interstate 65 near the 70 mile-marker in Hart County. It was further reported that one of the vehicles involved in the crash had fled the scene, southbound on I-65. The post received numerous additional reports regarding the suspect vehicle including that the vehicle had entered the parking lot of the I-65 southbound rest area located near the 61 mile-marker.
KSP Trooper Joel Huff arrived at the rest area at approximately 12:39 pm.
When Trooper Huff located the suspect a physical struggle ensued. The suspect allegedly brandished a firearm. Trooper Huff fired upon the suspect. The suspect was pronounced dead at the scene by the Hart County coroner. Trooper Huff was not injured during the incident.
The Kentucky State Police is currently attempting to identify the suspect. The suspect's vehicle matches the description given by witnesses, of a vehicle involved in a burglary in Nelson County, earlier this date.
Pursuant to Kentucky State Police policy, Trooper Huff will be placed on administrative leave while the shooting is investigated. Trooper Joel Huff began his Kentucky State Police career in May 2003.
