Jefferson County Grand Jury Returns an Indictment on Trooper Involved Shooting

On Thursday April 28, the Jefferson County Grand Jury returned an indictment against Jillian R. Graves, 21 years of age of Louisville, KY. The indictment charges her with 2 counts of Attempted Murder, 2 counts of Assault 3rd degree, 2 counts of Wanton Endangerment 1st degree, 1 count of Fleeing or Evading 1st degree, 1 count of Reckless Driving. Charges in Shelby County are pending. Investigation continuing.

The charges stem from the alleged criminal activity by Ms. Graves that began in Shelby County and ending in Jefferson County on Saturday April 23, 2005.

Upon her release from the hospital she will be lodged in the Jefferson County Jail on the indictment warrant.

(Frankfort, KY) - On Saturday April 23, 2005 at 1:11 PM EDT, Trooper Julian Christopher, of the driver testing branch observed a 2004 Chevy Monte Carlo operating erratically eastbound on I-64 in Shelby County.

The preliminary investigation indicates the driver of the vehicle was speeding, tailgating and driving reckless. The trooper actived his emergency equipment in an attempt to make a traffic stop. The driver of the Chevy refused to comply and fled. Trooper Christopher reported being in pursuit and additional troopers responded to assist.

The eluding vehicle continued speeding, passing other vehicles on the shoulder, emergency lane and driving in the median. The driver drove at speeds in excess of 100 mile per hour. The fleeing vehicle exited I-64 and traveled north on Blankenbaker Rd. in Jefferson County, disregarding several traffic lights. The driver next disregarded the traffic light at Blankenbaker Rd. and Shelbyville Rd. (US-60).

The driver continued west on Shelbyville Rd. and drove into The Forum Brookside Subdivision where troopers lost site of the fleeing vehicle and terminated the pursuit. The troopers questioned other drivers in the subdivision attempting to learn the whereabouts of the white Chev. when they observed the vehicle. The troopers attempted to block the vehicle in and Trooper Jason Palmer exited the vehicle. The driver attempted to run over Trooper Palmer and fled west on Shelbyville Rd.

The vehicle traveled off the westbound shoulder of the roadway and lost control. The vehicle came to final rest across the roadway in front of the Stone Field Shopping Center. Trooper Derran Broyles and Trooper Jason Palmer approached the driver and ordered her from the vehicle. The driver refused to exit and attempted to run over Trooper Derran Broyles at which point Troopers Broyles and Palmer fired their service weapons at the driver. Both the driver and vehicle were struck.

The driver, identified as Jillian R. Graves, 21 years of age of Louisville, was transported to the University of Louisville Hospital for medical treatment of a single gunshot wound to the left arm. Criminal charges are pending in Shelby and Jefferson counties.

Neither trooper was injured during the incident. Pursuant to Kentucky State Police policy, both troopers will be placed on administrative leave while the shooting is investigated. Trooper Derran Broyles is an 11 year veteran of KSP, and Trooper Jason Palmer is a 2 year veteran of the department. Both Trooper Broyles and Trooper Palmer are assigned to Post 12 Frankfort.
