KSP Announces Command Staff Changes

(FRANKFORT, Ky.) - The Kentucky State Police anounces the following three changes to its command staff structure:

Lt. Col. Rick Stiltner, director of the Operations Division, has been appointed Acting Deputy Commissioner. A 21-year KSP veteran, Stiltner is a native of Frenchburg, Ky. and a 1979 graduate of Menifee County High School. He attended Morehead State University.

Major Dean Hayes, West Troop Commander, has been promoted to lieutenant colonel and assigned as Director of the Technical Services Division. An 18-year KSP veteran, Hayes is a Paducah native and Louisville resident. He graduated from Lone Oak High School (Paducah) in 1979 and the University of Alabama in 1984.

Major Joe West, Central Troop Commander, has been promoted to lieutenant colonel and assigned as Director of the Administrative Division. A 25-year KSP veteran, West is a native of Lima, Ohio and a resident of Frankfort. He graduated from Eastern Kentucky University with a master's degree in 1985.

"These officers have more than 60 years of combined experience involving a variety of law enforcement operations," says KSP Commissioner Mark L. Miller. "They have the integrity, leadership ability and work ethic to move KSP forward as the premier law enforcement agency in the state. Collectively, they have also demonstrated a reasoned and insightful balance between the proud tradition of KSP, the needs of the individual trooper, and the inevitable change that comes with progress. Kentucky will be well served by their contributions to public safety."
