Blackburn Escapee

Kentucky State Police Post 12 Frankfort is investigating an inmate escapee from the Blackburn Correctional Complex. James Phelps escaped on Monday, November 29, 2004, between approximately 6:00 PM and 6:30 PM. The escapee may be enroute to Bell County.

The Kentucky State Police is asking anyone with information on the where abouts of James Phelps to contact the Kentucky State Police at 1-800-222-5555 (in the state of Kentucky only, does not work out of state) or your local law enforcement agency.

James Phelps, D.O.B. 11-08-1968, white male, 140 pounds, 5'-7", last seen with long brown hair, beard and mustache, brown eyes, numerous tattoos including one on the left side on the neck and a tear drop tattoo under his left eye.
