Kentucky State Police Promotes Nine Officers

(Frankfort, KY) - Governor Steve Beshear was joined by Justice and Public Safety Cabinet Secretary J. Michael Brown and Kentucky State Police Commissioner Rodney Brewer to announce the promotion of nine officers to command staff status at a special ceremony held today at KSP headquarters in Frankfort. Three lieutenant colonels and six majors were commissioned.

"Commissioner Brewer is working to save the Commonwealth thousands of dollars by streamlining his staff levels and yet providing the same level of law enforcement service to the citizens of this state," said Gov. Beshear. "He and the newly commissioned colonels and majors are to be commended for their excellent prior service and for excelling to command staff status."

"These individuals represent a combined total of 178 years of law enforcement experience," said Commissioner Brewer. "They are all seasoned veterans with a wide variety of experience. Their contributions will be a valuable resource to the agency as it faces some of the most challenging budgetary hurdles in its history."

Major Michael Sapp was promoted to lieutenant colonel and will serve as KSP Operations Division Director. His responsibilities will include oversight of the East, West and Special Enforcement Troops and the Special Events Branch. A 28-year KSP veteran, Sapp is native of Casey County and a resident of Taylor County.

Major Brad Bates was promoted to lieutenant colonel and will serve as KSP Technical Services Division Director. His responsibilities will include oversight of the state police forensic laboratory system, the Criminal Identification and Records Branch, the Communications and Computer Technology Branch, the Intelligence Branch and the Headquarters Communication Center. A 14-year veteran of the agency, Bates is a native of Eminence and a current resident of LaGrange.

Capt. Leslie Gannon was promoted to lieutenant colonel and will serve as KSP Administrative Division Director. Her responsibilities will include oversight of the KSP Academy Branch, the Financial and Grant Management Branch, the Inspections and Evaluations Branch, the Internal Affairs Branch, the Driver Testing Branch, the Properties Management and Supply Branch, the Human Resources Branch, the Facilities Security Branch, the Public Affairs Branch, the Strategic Planning Branch, the Legislative Security Branch, the Highway Safety Branch and the Employee Assistance Program. An 18-year KSP veteran, Gannon is a current resident of Pikeville.

Capt. William Sullivan was promoted to major and will serve as East Troop Commander. His responsibilities will include operational supervision of KSP posts in Dry Ridge, Richmond, Morehead, Pikeville, Harlan, London, Hazard and Ashland. A 22-year KSP veteran, Sullivan is a native of Corbin and a current resident of Richmond.

Capt. Joe Williams was promoted to major and will serve as Special Enforcement Troop Commander. His responsibilities will include operational supervision of the Cannabis Suppression Branch, the Aircraft Branch, the Vehicle Investigations Branch, the Special Operations Branch and the East and West Drug Enforcement/Special Investigations Branches. A 28-year KSP veteran, Williams is a resident of Lexington and a native of Owensboro.

Capt. Russ Harney was promoted to major and will serve as Professional Support Troop Commander. His responsibilities will include operational supervision of the KSP Academy Branch, the Financial and Grant Management Branch, the Inspections and Evaluations Branch, the Internal Affairs Branch, the Human Resources Branch and the Properties Management and Supply Branch. A 17-year KSP veteran, Harney is a native and resident of Dry Ridge.

Capt. Jack Miniard was promoted to major and will serve as Operational Support Troop Commander. His responsibilities will include operational supervision of the Highway Safety Branch, the Facilities Security Branch, the Public Affairs Branch, the Strategic Planning Branch, the Legislative Security Branch and the Driver Testing Branch. An 18-year KSP veteran, Miniard is a native and resident of Harlan.

Capt. Steve Wright was promoted to major and will serve as Forensic Laboratory Troop Commander. His responsibilities will include operational supervision of KSP's forensic laboratories in Frankfort, Louisville, Madisonville, Cold Springs, Ashland and London. A 21-year KSP veteran, Wright is a resident of Frankfort and a native of Marion.

Capt. Keith Peercy was promoted to major and will serve as Chief Information Officer. His responsibilities will include operational supervision of the Criminal Identification and Records Branch, the Communications and Computer Technology Branch, the Intelligence Branch and the Headquarters Communication Center. A 12-year KSP veteran, Peercy is a native and resident of Richmond.
