Sec. of the Justice and Public Safety Cabinet Gen. Norman Arflack (left), Kentucky State Police Commissioner Jack Adams (center) and Sec.of the Governor's Executive Cabinet Robbie Rudolph (right) laid a wreath at the Fallen Trooper's Memorial at KSP headquarters in Frankfort Wednesday in honor of Trooper Jonathan Leonard, who died Tuesday in a motor vehicle crash while on duty in Pike County.
