Impaired Driving Enforcement And Highway Safety Awards Presented

(LEXINGTON, KY) -Law enforcement officers, agencies and individuals from across the state were recognized for outstanding achievement at the 2005 Governor's Impaired Driving Enforcement Awards ceremony held today at the Hyatt Regency Hotel in Lexington.
Kentucky State Police Commissioner Mark Miller joined Connie Beasley, regional program manager with the National Highway Traffic Safety Administration in Atlanta, in presenting awards to 185 officers from 164 law enforcement agencies for their extraordinary efforts in reducing impaired driving (see attached list). Of the 27,874 impaired driving arrests made by these law enforcement agencies during the past year, these officers were responsible for 6,164 arrests.
"As of December 4, preliminary reports show that 215 people have lost their lives this year on Kentucky roads in crashes involving alcohol," said Miller. "These unfortunate statistics indicate that impaired driving is still a critical problem in the state."
"Traffic enforcement campaigns have a direct impact on this problem by taking potential killers off the road. The officers receiving awards today are to be commended for the lives they have helped to save," added Miller.
Awards were also presented to 15 agencies posting top scores in the 2005 Law Enforcement Challenge (see following list). This program involved the performance of law enforcement agencies during driving enforcement mobilizations, which ran from May 23 through Sept. 5, 2005. The awards criteria included citation activities for speeding, impaired driving, seat belt usage and child restraint violations.
Three other awards were presented during the ceremony. Angela Leigh, executive director of Mothers Against Drunk Driving Kentucky, presented an award to the officer who made the most impaired driving arrests from Oct. 1, 2004 through Sept. 30, 2005. The recipient was Kentucky Vehicle Enforcement Officer Travis Rogers, who made 375 arrests during the time period.
The Federal Highway Administration (FHWA) honored two individuals with its Division Administrator's Award for Excellence in Highway Safety. This annual award recognizes individual law enforcement officers and others who have made significant outstanding lifetime contributions to highway safety. The award recipients were David Culler and Calvin G. Grayson.
Culler is a retired officer of the Louisville Metro Police Dept. During his 25 years as a police officer, he has worked on many traffic safety initiatives at the local and national levels. He has served as an accident reconstruction expert witness and was the first law enforcement officer in Kentucky to be trained as a Certified Child Passenger Safety Technician. He has conducted numerous training classes for child passenger safety technicians and was one of 50 national instructors for the Daimler Chrysler "Fit for a Kid" program. He was also certified by the American Automobile Association's Child Passenger Safety Technician Program to train other instructors. In 1997, he received the National Association of Police Organizations' "Top Cop" award.
Grayson's dedication to highway safety dates back to 1948 when he joined the Kentucky Highway Dept. as a Bridge Design Engineer. As Asst. Commissioner of Highways in 1960 and Asst. State Highway Engineer in 1967, Grayson served on the Appalachian Regional Commission and had direct responsibility for planning of the entire Appalachian development highway system. In 1974, he was named State Transportation Planning Engineer and in 1977 he became the first professional engineer to serve as Secretary of Transportation. During his term, construction of major highways in, including interstates, was dramatically accelerated making travel much safer for citizens of the state.
In 1978, Grayson was instrumental in the formation of Kentuckians for Better Transportation. From 1983-1995, he served as director of the Kentucky Transportation Center, working to bring state agencies together to focus on highway safety.
